Not France
Mannie is in the street. The street looks like it is in Paris, or at the very least it should be in France. It is not France. It looks like it should be though.
In the street Mannie is at a bus stop. The bus stop looks French. The bus stop is the designated meeting place. The building he is leaning against looks French. He doesn't know what she looks like. She knows what he looks like. He sent her the photo in the letter. Although Mannie likes this unfair advantage. He's wondering if it's her, or her, or even her.
When she arrives she looks French. The waiting in somewhere that looks like France is over and it's not even France.
